Update: we can now publish under https://www.gbif.org/publisher/d9ccac00-9bc7-11de-a329-b8a03c50a862. Decide if we want to do so. Both options seem good to me.

Update: we decided to use a different approach for all TrIAS source checklists:
publisher = institutionCode = rightsHolder = the org that had or was granted the permission to publish the data under the license it has.
I guesss this implicates that in this case, we can use INBO for this checklist? @peterdesmet can you verify this?
