Got test code to check if vessel is controllable - this means that the stage lock can still be enabled to allow people to use the button only and lock out the space bar, but also detect when control is impossible. Should do the trick, will implement that check into the areas where staging is triggered

BTW the check should probably be inserted in places where you transfer resources too. Otherwise it can be exploited to pass information to the kOS computer.

K, got the stock stuff down OK, am gonna need to play remotetech to understand that one. The resource behaviour now seems the same as the stock one
