Registration service tests are unstable

Registration service tests were unstable (mainly on CI), while trying to connect to service via tor test often failed with Proxy connection timed out.
I decided to mock tor usage in those tests and focus on registrar logic. The changes are here: TryQuiet/waggle#89
I also left one (skipped) test with tor in case anyone wanted to run it locally.
