Yes, my original investigation suggested that sbt was using this legacy flag instead of the flag for Scala 3 -external-mappings
, which is reported in sbt/sbt#6652.
But, what is strange is why the legacy flag would be a "bad option": even though it is deprecated, it should be supported. So my best guess is that you need some extra flag that indicates that the Scala 3 compiler should work in "2.13 compatibility mode". Probably, sbt-typelevel-settings adds this one. If I had to guess it's this migration one.

What this option does is link to other libraries' API docs from mouse's API docs.
We turned this on in the latest sbt-typelevel release, so you can see the difference between the mouse 1.0.9 docs and the mouse 1.0.10 docs for Scala 2.13. In the 1.0.10 docs you can click on Functor
, FlatMap
, etc. and it will take you to the cats API docs.
