Investigating. It seems like it may be related to a combination of having dependencies + lazyness (zef -v install https://github.com/tadzik/perl6-Acme-Meow/archive/master.zip works for instance)
Additionally zef install install https://github.com/zoffixznet/perl6-IRC-Client-Plugin-Factoid/archive/master.zip works if the /.zef directory is nuked first. So the problem lies between the post-extraction phase and parsing the META6.json dependencies.
