I've temporarily fixed the double scroll bar bug by limiting the display of only the last 10 notifications. Also, the server side width adjustment works only on the front page...

@jeremyphilemon Oh Okay, I will move it to a separate view. I will work on it now. And yeah, I made the size adjustment on the front page only. I didn't add the new code to every base.html, we need to work on cleaning the codes up soon.
