Multiple QA argument editing windows

I tested the latest client code and confirmed that this is still an issue. Here are the steps to reproduce the problem.

Step 1: From the Dataset Manager, select a dataset, click Edit Properties, and switch to the QA tab. Select a QA step and click Edit to open the Edit QA Step window. Repeat this process with a different QA step so that two Edit QA Step windows are open. In the screenshot below, I've opened QA steps from two different datasets but the behavior is the same if the two QA steps are for the same dataset.

Step 2: Click the Set button in the left Edit QA Step window to open the Arguments setup window. This window correctly gets titled with the QA step and dataset names and shows the correct QA step arguments.

Step 3: Leave the first Arguments setup window open. Click the Set button in the right Edit QA Step window. Instead of opening another Arguments setup window, the system just brings the existing Arguments setup window to the foreground.
