DatePicker Locale is not active all time

Could you provide a way to reproduce that?
I've tried setting different locales and reopening the page, but it was the expected one always.

Yes, I understand that it must and I've double checked your example – it is tr-TR, same format as the first image in the ticket.
I was not able to reproduce the second image for tr-TR locale, could you give me more details on how can I do that?

Had set Istanbul timezone to my machine – no luck, it's the same, have tried a few times.

Generally I see the locale I set. But sometimes I see the default locale in the datepicker.

It would be good to at least have some logs (both server and client ones) to see what's different in those cases.
