Feels to me that the second choice is best. Something like:

class MessagePolicy < ApplicationPolicy
  create?
    Pundit.policy(record.company).show?
  end
end

@tsaleh thanks for the input! I've been preferring that choice the more I've used pundit, too.

Sorry for the delayed reply. I agree with @tsaleh. Makes it easier to update in case the requirements change in the future.
