They don't mean anything in particular. It wouldn't be practical – as new generations of games came out, the numbers of some items changed (and some were removed, e.g. the Bitter Berry or GS Ball from GSC, which could be added to veekun).
There's a separate table that maps veekun's IDs to the numbers in various games.
