You're running Android 9 (SDK 28), DSU Sideloader requires Android 10 (SDK 29) or higher, it is required because DSU feature was introduced in Android 10 (check docs: https://developer.android.com/topic/dsu).
If you still think that your device is able to use DSU feature, even on Android 9 (which is unlikely to happen), you can use command line to install images with adb (check: https://developer.android.com/topic/dsu#command-line).
Anyway, support for Android 9 is not planned.

I was able to boot a gsi without dsu so i'm rooted but since i was in the need i made a build of your dsu with android 9 sdk and i was able to install it on an android 9 device (amazon fire 8 HD 2018), attached is the build if someone else wants to try. If the author doesn't like it or wants it to be removed he is free to tell me to remove it or remove it by himself, i just tought that maybe someone else would need it and so there is.
