Stutter when segments are shorter

It appears that we get stutter on 10s fragments, it was just harder to notice since one had to wait 10s to see it. It's more noticeable for our Live TV streams that use a constant 4s.

I suspect the test stream above should be enough to see what's going on, but if not I can send you other samples.

there should be something wrong in the logic that removes potential holes between fragment (to avoid holes in video.buffered)
