Support for CEA-708 would be very welcomed as well !

Mention of support for CEA-708 in the spec seems to start from v7. Please refer to spec documents from:
https://tools.ietf.org/html/draft-pantos-http-live-streaming-14 through
https://tools.ietf.org/html/draft-pantos-http-live-streaming-17

The above manifest supports v3 of the HLS spec, but still seems to contain embedded CEA-708. What should be the behavior of the player in this regard? Should the SEI data still be extracted from the video data and checked for presence of CC, given that a v3 manifest will not have any "CLOSED-CAPTIONS" tag with a "SERVICE" in-stream id to notify about presence of CC in the stream?
