The asn1c provides primitives for BER encoding. It does not support encoding data using INDEFINITE lengths out of the box. I recommend you changing some generated top-level structure of your protocol (that'd be SEQUENCE OF or SET OF, most probably) to use INDEFINITE length encoding, while retaining all of the DEFINITE length encoding machinery on the lower levels. This way, you'll probably meet your constraints while having a very limited set of changes to do in the generated code.

I am sorry, I was not being very clear...let me put it this way: How do I disable PER and XER code generation?

There is no way to disable them, although they add extremely little to the code base. You can manually remove xer__.c and per__.c files from the compilation and create stubs for the functions that are called out of these modules.
