Add support for one-way routes

Release v2.0.3 added support for one-way routes.

For now, bicycle routes that are marked with a tag "comment" that includes the text "to be used in one direction", and routes that have tag "oneway=yes" or "direction=forward|backward" are considered oneway routes. These tags may change in the future if the community agrees on other tag combinations.

For oneway routes, the analysis logic no longer requires both a forward and a backward path between start and end nodes. The oneway routes are marked with "RouteOneWay" ("RouteEnkeleRichting"). When using "direction=forward" or "direction=backward", the path found between start and end nodes has to match given direction.

If the route is marked as oneway, but the route analysis finds both forward and backward paths, then the route is marked with "RouteNotOneWay" ("RouteNietEnkeleRichting").
