Okay, worked it out.
Issue that I mentioned above is related with what user you do pip install puppetbaord with.
Initially I did pip install with my local user where it placed the puppetboard in my home dir.

however when i did pip install puppetboard as root, all worked as expected.

Is there better documentation on how to setup puppetboard and what permissions/user to use ?

The README has pretty extensive installation instructions. If you feel there's stuff missing feel free to send a PR with updates.
