Roughly speaking, we do a pretty poor job of supporting internationalisation, and people should use RDFa if they want to do any serious i18n.
For a lot of things we inherit from our host language (typically HTML)...

Closing. I believe the review was done, the upshot being that the spec points out that it is not good for i18n and suggests people should use a better format - RDFa or JSON-LD - if they want to have i18n capability.
