Two interesting clues to add:

• the "I do not understand." reply kept occurring, even after the bot had exited due to an error
• I went through the Cloudant records and deleted
  • a number of users (who were team members but not conversing with the bot, i think)
  • users/ME**** - the test Slack user attached to my own Slack

After the data clear-out, the bot began responding as expected. I saved the records for my user as JSON, in case they are of diagnostic value.
