I am not sure where you see a 'master', there is no branch by that name that I see. I had the same issue, though, the downloaded copy did not include any event listeners at all.

I solved the issue by copying the code from the example site and pasting it over the version I have (they are both labeled 0.0.7)

@DMeganoski you are rigth. aparently, master was deleted 😕 the main branch is gh-pages.

Usually, using releases is the way to get the last stable version. My concern is the difference between the release and the last version.

Apparently @weareoutman has their own git schema

Because, this repo is not supported anymore and we had the same issue than you. We created a fork of it here : https://github.com/linagora/clockpicker. It's available on bower under the name of lng-clockpicker.
