Is there a valid use case for this? I could think of the webview being used invisibly to access cookies or state, etc.

It generally doesn't work any more in my experience anyway. The WebView won't actually do anything (no resource loading, no JavaScript execution, etc.) in modern versions of Android when started from a service. A real headache for PhoneGap development because it forces all background execution to have to be reimplemented for each platform as a plugin instead of just using JavaScript.

So it actually worked fine for me. Even with the activity killed I can relaunch webviews, etc. I don't completely understand why it works but it doesn't have any errors or issues. Going to close it for now unless we find a problem with it.
