This isn't a bug, but it is a common source of confusion, I'm going to make some changes to the error messaging to try and make this clearer.

This module provides the transportation mechanism between webpack and the browser to enable hot reloading, but this is only part of the puzzle. Your modules also need some code in them to handle the hot reload itself.

You can either add a code block into your module to tell it what to do when reloading, or use a babel/webpack plugin that can add this magically for you.
