What is the purpose of the years in the fia.py script

The script was intended to pull out only those data collected using the standardized method that only began to be implemented in some states in 1999. So, all data from a particular state from the year specified in the script and all subsequent years were collected using the same plot design. If the script is not selecting and downloading only these data in its current form, then the utility of this original intent can be revisited.

Thanks Kate. I thought I remembered that that was the deal, but it doesn't seem to be the case at the moment (and there is certainly pre-1999 data in the imported databases. I like the idea of sticking with the standardized methodology data though, so I'll update the issue title so that we go back and fix this at some point.
