This was weird, so I played bit with the grafana etc, there was a new plugin/datasource called grafana-live that had file _plugin.json , I renamed it to plugin.json and then restarted the grafana. It installed that grafana-live and newrelic datasource after that.
Still not sure why it did not find it after the upgrade/install.

I recently created a new fresh install with 3.1.1 and it works fine :)

closing as this seems like an isolated incident and not something that actually broke in 3.1.1
