The #/paths/~1/thingies fragment defines the section of the referenced document which is 'in scope' and forms the result of the reference (the exception is if there are more $refs to follow in the in-scope section).

The tags array is out-of-scope for the reference and is therefore not seen by the resolver. OAS does not allow direct $refs to tags. The "referencing" of a top-level tag by the operation-level tags array does not work sufficiently like a $ref for this to be included in a JSON Reference resolver.

Additionally to that, Speccy is no longer maintained, so you should probably be looking at an alternative, such as boast from oas-kit or Spectral if you need just a validator/linter.
