Add document status "in progress"

Update 2024-01-18:

We'd like to have this for @status on fvos as well.

Instead of "in progress" it should be named "pre" ("preliminary") meaning that the resp person is still unsure about some details.

Another status "tbr" ("to be reviewed"): fvos that Stephan needs to have a look / take decisions.

fvos and documents with this status should be excluded from the validation report.

We want to move errors from fvos with status "pre" and "tbr" in a dedicated table on the status page.

Adjustments to be made in validate.ipynb

• ignore those fvos in schValidate(sch, path)
• add a new array for those errors in validate(path, rngSchema)
• output array to html, similarly to the validationErrors variable
