Note that this behaviour is in accordance with their recommended uninstall instructions (see https://wiki.safing.io/en/Portmaster/Install/Linux for Debian/Ubuntu and manual removal commands ).
Maybe their assumption is that anyone removing via rm -r or sudo apt purge will already have backups or copies of any configs , service definitions and data that they wish to preserve.
