I finally got a minute to test this. It's not any file, and it's not any browser. At least not on my ancient Android 8.0 device. Using Chrome, I was able to play:

• 2160 x 2160 60 H.264
• 3840 x 1920 60 H.264/H.265

I was not able to play

• 4096 x 2048 60 H.264
• 4320 x 2160 60 H.265
• And obviously anything larger, no point in testing

It's not wrong, it can't play the media. "It" in this case either being whatever exoPlayer is saying it can handle, or your device is telling exoPlayer it can handle. It's got nothing to do with the lack of SSL either. e.g. if I try to open 10-bit VP9, regardless of resolution or SSL, in my browser, I get a black screen and no video because exoPlayer says "nope". The same file will play fine if I open it in mpv or VLC.
