ChanServ/SUSPEND lacks checks to prevent people from suspending their own access

After thought and trials: Users should not suspend themselves. It's a bad thing to try. It's like jumping off a cliff just to see how it would work.
Unfortunately, preventing stupidity in the design would take more time than it's worth. If anyone feels this is urgent enough, feel free to submit patches or PR.

Why not leave the issue open then so people can see it?

Since Founders cannot suspend themselves, and others have brought the suggestion that a user may want to "take a break from their privileges", I am closing this issue as it is post-Xtheme and not considered an issue anymore. Founders (should they somehow manage to get suspended, somehow) can delete their suspensions.
