I don't know if plugins will be particularly helpful for you but https://www.spigotmc.org/resources/discordsrv.18494/ does this and https://www.spigotmc.org/resources/skoice-proximity-voice-chat.82861/ also does this, and it does it really well. These are the only ones I could find right now

I have not checked the information you provided. I am not next to my pc recently and in the next few days, so please wait, probably next week.

This is possible as there are two similar plugins available from SpigotMC that do this job, and the objective of this feature aligns with DMCC, so this will be put on the TODO list. However, as I am currently cleaning up older issues, I will code the (many) previous issues before this. It seems that Skoice supports Fabric (though non-native), so you may use it first.
