Some notes for implementation (I might start working on this one tomorrow):

  1. ToA should be updatable from app_config, or at least linked there.
  2. We have the power to make it more readable than the pages of fine print you usually have to scroll through on EULAs. Styling will help a lot, but I think we also want to do our best to make sure users are actually reading the ToA. I'll look into current best practices for doing that.
  3. I'm thinking that the ToA may need to be its own model.
  4. Other Yale applications have users "e-sign" an agreement by entering their netID. I think that's a good way to go here.

Thanks @maltyeva, I ended up using that in my implementation, made the code a bit cleaner.

Also, I think this is good for 3.0.

A new user must accept the ToS on account creation, but admins and checkout users do not. However, if a user hasn't accepted the ToS by the time they go to checkout, then the checkout person must indicate that they have given the user a copy and that the user accepts before they can proceed checking out equipment.
