在更换0.13版本后没有此问题，1.x以上都是这样

目前它又可以了，找到之前的issues说网络问题，就太奇怪了，换个版本就可以

是网络问题，我也尝试解释下为什么1.x前的版本没问题：

在0.X到1.X升级的过程中，同时切换了base OS，从alpine到ubuntu。所以，如果出现了github action所用的资源连接ubuntu源出现问题的话（无论是github的网络问题，还是ubuntu源不稳），都可能出现安装卡住或者超时。
