The instructions is already in README.md. If you do not know how to install .deb file. For most of package manager, you should be able to install deb by just opening share sheet and selecting your package manager. You can search for more information for your manager online.

I just downloaded the .deb file but I don't understand the steps to build and set them up

You do not need to build from source if you're just installing it, without any information on what package manager you're using, I don't know how to give instructions on that, as in my previous comment, "opening share sheet and selecting your package manager." Most of package manager can install .deb file in this way.

You could also just use Filza tweak to install it.

You should search on any search engine "How to install .deb tweak jailbroken device" or "How to install .deb file for ___" (Zebra, for example, or whatever your package manager)

It means configuring the tweak, enabling the tweak within the settings app as stated, just like any other jailbreak tweak

The settings of the tweak is inside your iPhone or iPad settings, there will not be any new app showing on your home screen.
It's the same with all other jailbreak tweak, you can find more information online and get familiar with jailbreak.

I tried looking it up but I don't see it in my settings

Then you didn't properly install it, or there's an issue with your jailbreak. It's not related to the tweak.

When I go to your release page I go to 0.0.2. Then I downloaded the .var file. When the download is done i proceed to extract it, and i don't know how to do next??

There is no released build available for version 0.0.2 at the moment. I'm unable to compile it myself for now.

The only compiled version is 0.0.1, which can be installed using the .deb file. As I have mentioned before, you can follow my instructions for installation or search online for additional resources. Without specific information like your phone model, iOS version, and jailbreak details, that's the best I can help.
