New Proxy Plugin to limit number of unfinished Spans

Additional notes on usefulness:

• this is primarily targeting applications that have a high ratio of traffic to number of spans
• e.g. in case of multiple downstream dependencies and many database calls (all instrumented) which would e.g. give a ratio of 1 to 10
• the plugin can be applied globally and affect all spans a like or
• the plugin can be applied selectively by decorating the tracer before passing it to some instrumentation library:

return new DataSourceTracer(proxy)
