nanopb: build fails when used in external module

The issue appears to be that the C standard isn't available yet when loading modules.

EDIT: A temporary fix can be to set the C11 in your module:

if (CONFIG_NANOPB_TEST)
    zephyr_library()

    set(CMAKE_C_COMPILE_FEATURES ${compile_features_c11})
    list(APPEND CMAKE_MODULE_PATH ${ZEPHYR_BASE}/modules/nanopb)
    include(nanopb)

    zephyr_library_sources(src/test.c)
    zephyr_include_directories(include)
endif()
