The plugin is reinstalled because the version in quoter.lua is lower than the newest version in repo.json. I have not looked at the code of micro but I think the version in the Lua source code file is used when checking the version that is installed. The version in quoter.lua has to be updated but it would be also less confusing if an error is printed in micro when installing a plugin and the version is different.
