Agile BPA Task Order for the 14(c) Web Application Tool

Instructions

The documents in this repository are posted to eBuy under ID11170040 and RFQ1204822, modified by RFQ1210539. The documents in eBuy should always be considered the documents of record. Please submit any questions as GitHub issues in this repository by June 28, 2017 at 3:00 pm EST. TTS and the Contracting Officer will only be responding to questions submitted by Agile BPA vendors. Comments from other parties will still be considered but we cannot commit to responding to them.

Offers are due by July 13, 2017, at 1:00 pm EST.

Background

The Department of Labor (“DOL”) Wage and Hour Division (“WHD”) is engaged in an effort to modernize their paper-based system of processing applications for 14(c) certificates by developing an electronic replacement known as the 14(c) Web Application Tool.

Section 14(c) of the Fair Labor Standards Act (“FLSA”) permits the payment of subminimum wages -- wages less than the general minimum wage -- to workers with disabilities whose earning or productive capacity is impaired by a disability for the work to be performed, after the employer has applied for and received an authorizing certificate from DOL.

Once in production, the 14(c) Web Application Tool allows employers to apply for 14(c) certificates through an online interface. The online interface has already been created along with an API that will allow for it to be connected to a backend database and/or application.

The primary purpose of this project is to modify existing features and to develop new features for the 14(c) Web Application Tool and the associated API.

This application must be centered on the needs of its end users, including:

  • Employers who submit 14(c) certificate applications through the online interface
  • DOL WHD personnel who need to track, review, and update submitted applications as they move through the review and approval process
  • Administrators who will control authorization to view the 14(c) applications

What we're hoping to end up with

To fulfill the objectives for performance of this task order, the Vendor must meet the user needs described in the following subsections. Please note that, in subsequent sprints, we may refine these objectives to ensure we’re continually meeting user needs. In agreement with the product owner, we may modify, add, retract, or reprioritize user stories to reflect additional research.

This requirement is the development and expansion of an existing front-end application and API that will allow employers to apply for a 14(c) certificate from DOL and will allow DOL WHD personnel to display, view, update, and modify pertinent information regarding 14(c) applications submitted by employers seeking certifications. To satisfy the needs of DOL WHD, the following deliverables must be provided by the conclusion of performance.

How to respond

Detailed instructions about how to respond are explained in section 5.0 of our RFQ.

Key Personnel

Details about what we're looking for from Key Personnel are explained in section 4.2 of our RFQ.

Period of performance

There will be a Base Period of 4 months. Details are explained in section 8.1.2 of our RFQ. (Note: The start date will be determined at award. Commencement of work is anticipated to occur immediately following the Vendor Kickoff meeting described in section 2.4.)

WH-40

Question/Comment on DOL WHD 14(c) RFQ

Name and affiliation

Brian Funk - NCI, Inc - Agile BPA Manager

Section of RFQ documents

Attachment 1 PWS, Section 2.0 refers to “WH-40”.
“As a Certification Team Member, I need a system that allows me to create reports of my workload, organize calendar events and report time spent on activities (WH-40), so that I can manage my work.”
“As a Certification Team Manager I want the system to track specialist time and transfer information to the WH-40 so that time is appropriately charged against a case.”

Question/Comment

Please clarify the reference to WH-40. Is this an existing system or form?

Period of Performance

Question/Comment on Department of Labor 14(c) RFQ

Name and affiliation

Patrick McConnell, SemanticBits, Agile BPA Manager

Section of RFQ documents

  1. Period of Performance. The Period of Performance (POP) is 60 days with no option periods.

and

2.0 OBJECTIVES

Question/Comment

There are numerous complexities in this project, including:

  • Authentication
  • Role-based authorization for seven roles (Applicant, Parent, Certification Team Member, Certification Team Manager, Policy Team Member, Wage and Hour Investigator, WHD Field Manager)
  • Building a web form, including validation, conditional logic, save partial forms, pre-population, file upload
  • Data searching, sorting, viewing, full-text query
  • History logging
  • Work assignment
  • Notifications, including receipt and status confirmations
  • Reporting, including inventory reports, general reporting, and producing trend data
  • Data import and export
  • Workload management, including calendaring, time reporting, metrics
  • System integration, including WHISARD and CPS
  • Online calculator functionality

Two months may be an extremely risky timeframe to implement a production system with all of these requirements, even with a very large team. The functionality alone is challenging to fit in this timeframe, as well as there being numerous touch points that rely on other parties (authentication, integration, wireframe/mockup review, etc.).

Will the government consider an increase in the period of performance?

The RFQ states that the experience should be for a web site serving over one million users.

Question/Comment

Is there any guidance for determining if the project serves over one million users?

Does the million number refer to all users that have addressed the web site or the potential pool of users or the annual user of the site or something else?

Is there any requirement for concurrent users?

Would projects that deliver a website that serves less than one million users pass the technical compliance check?

Question/Comment

The Requirements section states that providing “form functionality for data-entry” is not required. However, several user needs from Section 2.0 and the Trello board refer to various form functionality. Can this non-requirement be clarified further? Does this mean that data-entry of the form is not required or that functionality specific to data-entry is not required?

Section of RFQ documents

Attachment 1 PWS, Section 2.0, Objectives - Trello board
