Add support for Python 3.11

Currently due to how pyproject.toml files work, Github badges shows that I support Python 3.11 even though it is in pre-release. While this is a minor sticking point, scikit-ntk will support upcoming versions of Python once they are officially released.

This issue is a reminder to add that support to the CI pipeline once it does drop.

Create a CI/CD pipeline

Be able to automatically:

• Lint
• Test
• Build
• Publish (Github release + pypi)

Include build instructions?

I should probably do this eventually... Project uses Poetry packaging to achieve builds and thus requires some instructions on dealing with that.

At it's most basic requires:

• some version of Poetry
• poetry build to generate source and wheels

Will add eventually and/or if there is interest.
