Explore how to remove Any constraint from I and A on Caches

There was a really interesting conversation happening on the redesign PR:

We'd most likely wanna explore ways on how to remove those constraints (I: Any, A: Any) from the method type arguments. The only limitation is the state on any DataSource implementation, where both types are needed at a class declaration level (and we don't have them til methods are called).

Important bits

We can't move I and A to the class declaration level, since caches and data sources must support heterogeneous types for the cached elements.

Also note Kotlin supports inline classes so we can also use them to enforce typing over index, data source names and data source results as we've done in Fetch.

Upgrade Kotlin and Arrow

  • Update Kotlin to 1.2.61 to match Kotlin version used by lastest Arrow release.
  • Update Arrow to 0.7.3.

Finish IOKollectMonadErrorInstance implementation

Implement the runQuery method in arrow.effects.IOKollectMonadErrorInstance

Located at: kollect/arrow/instances/effects/instances.kt

Also, as part of this ticket, we should remove the TryKollectMonadErrorInstance, because we need support for "async" operations.
