Clarify MAST portal vs HLSP DOIs

Authors can use the MAST portal to create collection DOIs, can find the DOI of an HLSP, and can request a HLSP for data submission. These workflows should be made clear(er).

Clarify IPAC-related DOI usage recs

IPAC is minting DOIs for many kinds of projects/subentities (NED, IRSA, etc). It is unnecessary to list these individually, but it should be made clear for the author which entities have DOIs and under what circumstances they would use them (all).
