move away from apollo-upload-client

Make a separate endpoint for handling uploads since apollo-upload-client isn't being properly maintained and forces us to use versions of node that might expire in the near future.

Use multer as a replacement and replace the front-end upload client with a standard Apollo client

Switch to separate date and time pickers in ElectionForm

Firefox doesn't support the datetime-local input type and shows a simple text field for the date input. This isn't ideal and leads to invalid date errors. Instead of using a date picker library split up the date into separate date and time input fields in order to take advantage of the native date / time pickers on most platforms.

Remove next-images

The latest version of next supports importing images directly as well as on the fly optimization.

next-images is also keeping us from updating to the latest version of next.js which also fixes some critical vulnerabilities
