Sticky footer is misplaced on Firefox preview + nightly on Android

The footer's stickiness is not accounting for the disappearing address bar, regardless of the address bar's position (top or bottom).

Was able to get it to behave properly in the #footer-issue branch only when the address bar is located at the bottom. That uses position: fixed instead of position: sticky, which requires a some additional changes to get the positioning correct in general.

Support for theme-color meta tag

Add dynamic <meta name="theme-color" content="..." based on which theme is active. Orange for light, yellow for dark

Add copyright note

Add website carbon badge

Already have a local branch carbon-badge with most of the necessary changes
