Realtime tweet streaming to discord

Currently using IFTTT. To stream tweets to discord in the #twitter-alerts channel

The problem us that IFTTT Applets run once an hour on the free plan. I don't want to pay for simple software. So i'd rather this be added to breadbot as a feature.

AC: I want to be able to add Twitter credentials to a configuration file, as well as a webhook URL. The program you write should read from this config file and setup a live connection between twitter and discord.

You will likely need a Twitter developer account. Report back rate limitations, gotchas, etc.

Config example:

Webhook: "https://discord.com/api/webhooks/channel-id/some-webhook-id-sdkjfhjksdasdfasdfasffdasdfasdf
