If you have cross compiler targeting linux, I guess you may give a try by replacing the compiler that targets cygwin, and certainly on mac os.

Btw, why crossbridge could not be compiled for cygwin natively using cygwin on windows? Why it could be only crosscompiled from OS X?

I have no idea too, because I wasn't the author.
I guess 2 points: 1 MacOS(Freebsd) with llvm-gcc is after all a complete env while cygwin isn't at some point. 2 The authors tried that, but later gave up due to some reasons, in which I think the most obvious one is simple.
Personally I would like to make crossbridge work in cygwin, linux or other env. But I only have time on current one.
To simplify the building steps, I will change the building system to Freebsd's on a commit-by-commit basis. Once it's complete, it would be easy and straight for porting.

I just successfully built it on my ArchLinux box. Here are my patches: https://github.com/yan12125/crossbridge
I use the latest toolchains except python2 and texinfo 4.13a
