provide a default name argument in the decorator

use __name__ as the default name when decorating a function to make it cleaner

example:

@fakeit
def get_data(payload):
    return requests.get("https://www.example.com/data", params=payload).json()

instead of:

@fakeit("get_data")
def get_data(payload):
    return requests.get("https://www.example.com/data", params=payload).json()

raise an exception if a function decorated with that name already exists to avoid possible issues where one function may return another's function call

change default Mode base on environment variables
