[REQ] add a (GH-compliant) license file

Hi there, 1st of all thanks for this cool work !

Since we've "doxed" it in our HyMPS project (under the VIDEO category \ RTSP page \ Generic subsection), can you please add a license for it ?

Although it may sounds like a minor aspect, license file omission obviously causes an inconsistent generation of the relative badge too:

Anyway you can easily set a standardized one through the GH's license wizard tool.

We've also started a "near-zero latency multiple (IP) video-streams playing" discussion to push the knowledge-exchange about this topic between open source developers/maintainers.

Last but not least, since the repository is no longer maintained, we suggest you to switch it to "public archive" (after setting the license).
