Let's move to the JDK 11

I think that we should try at least JDK 11, or higher. In CI we can configure it like this: https://github.com/actions/setup-java. And we should set a version in the maven compiler plugin.

2. CI (prefer Github Actions)
3. CD (probably Rultor)
4. PDD and 0PDD (in the first place!)
5. Kotlin support in build tool
6. Some kind of BOM of Feign project injected into dependencies
7. BOM of the Spring Project injected into dependencies
