Slow startup

Currently, the container runs with --rm option. While this makes everything easier, we need to find a way to maybe keep the container alive to speed up the "next" command.

The impact is:

• We will need to explicitly stop the container.
• The command now become "exec" except for the first one that starts it up.

When running 'server' - we cannot run other code

If we run, for example ng server for local development, the only way to currently run another command ( example ng add ... ) is to stop the docker container, run the command, start the docker container again.

I need to add, in the script a way to detect the container is running, and "exec" the command in the container instead.

I also need to validate that this will work as expected.
