Mark polygon networks as PUSH0 ready
shanghai suppport for arb chains
foundry 0.2.0 throws a warning about arb chains lacking shanghai support, particularly the push0 opcode.
new arb chains now support shanghai and the push0 opcode. also, relevant section from the docs:
OPCODE PUSH0 This OPCODE was added as part of ArbOS 11 and is now supported.
Update Scroll Shanghai support and native currency
Found a few discrepancies:
- Scroll supports PUSH0: https://docs.scroll.io/en/technology/chain/differences/#eips
- Scroll's native currency is
ETH - Scroll Alpha testnet has been deprecated: https://github.com/ethereum-lists/chains/blob/master/_data/chains/eip155-534353.json#L4

Looks like Arbitrum mainnet's average_blocktime_hint is currently set to 1.3sec:
