Implement control flow

The hand written parser "works" but I'd much prefer to use something more stable and more easily extensible.

Improve CLI functions

The CLI should have some basic functions like better error handling for missing or incorrect inputs. For now I don't think there are many options that need to be included, so a very simple clap implementation should be enough. In the future, having a shell mode for the CLI is a goal, but I'm not going to worry about that until the rest of the lang is in a better state.
