qiskit-ibmq-provider is not maintained anymore

The package quantum-linear-solvers depends on qiskit-ibmq-provider https://www.wheelodex.org/projects/quantum-linear-solvers/ which is not maintained any more and it was replaced by qiskit-ibm-runtime.

Remove `qiskit-terra` dependency in favor of `qiskit`

qiskit-terra is part of the qiskit<1 meta-package. Keeping the double-dependency is redundant and forces to keep them in track. Additionally qiskit-terra is on its way to sunset:

The package qiskit-terra is not going to be updated after August 15th, 2024. Since Qiskit 0.44 (released on July 27th, 2023), the qiskit meta-package only contains qiskit-terra. In Qiskit 1.0 and beyond, the meta-package architecture is removed.
If you are installing or depending on qiskit-terra, consider changing that to qiskit: Either qiskit>=0.x,<1 (if you did not transition to Qiskit 1.0 yet) or qiskit>=0.x,<2 (to also include Qiskit 1.*).

HHL removal from Qiskit Terra - related open issues on HHL

The HHL in Qiskit Terra has a PR for its removal now. I listed the open issues in this PR Qiskit/qiskit#9832 whose merge will close these. I linked this here as reference for any possible future consideration since it contains bugs etc which had reported but not addressed.
